Executive Order 12958, Classified National Security Information, § 6.1(a) (1995) (superseded)

“Access” means the ability or opportunity to gain knowledge of classified information.

For purposes of this order:

(a)  "Access" means the ability or opportunity to gain knowledge of classified information.
