4.6.1 Penal Statutes Generally
Enabling acts, framework statutes, and general management laws all govern agency conduct, but there’s another types of statutes that’s also relevant to intelligence law because it controls the conduct of individuals working inside intelligence agencies and sometimes outside civilians as well.
Penal statutes are laws that criminalize conduct and prescribing penalties like fines or imprisonment for violations.[1]
