3.4.2 Article I

Article I establishes the Legislative Branch and enumerates all of its powers.[1]

Ø  “Legislative Power” Defined: Most importantly, Article I, Section 1 vests the “legislative power” of the United States in Congress.

o   So what is legislative power?

o   Legislative power is the power to make laws.[2]

o   That includes the power to amend laws and repeal them as well. So Congress is the legislature, and the only branch of government with the power to make laws.
