Commercial Activity Carried on in the United States by a Foreign State

28 U.S.C. § 1603(e) (2010) (Title 28—Chapter 97: Jurisdictional Immunities of Foreign States)

For purposes of this chapter [28 U.S.C. §§ 1602 et seq.]—
   (e) A "commercial activity carried on in the United States by a foreign state" means commercial activity carried on by such state and having substantial contact with the United States.
